The EIB, the European Union's bank is seeking to recruit for its Inspectorate General Directorate (IG), Evaluation Division (EV), Strategy & Outreach Unit (S&O) at its headquarters in Luxembourg, an Evaluator*. 

Purpose

Evaluation is indispensable for an institution carrying out a public mandate, such as the EIB Group. It ensures the institution remains accountable and learns from experience, to continuously enhance the results and impacts of its activities. The EIB’s Evaluation Division carries out evaluations that are evidence-based, impartial and useful.

IG/EV typically undertakes complex evaluations that cover multiple countries/sectors/products, apply a combination of methods for triangulation purposes, and cover more than one OECD/DAC evaluation criteria (Evaluation Criteria | OECD). These evaluations are carried out by multidisciplinary teams including the IG/EV Evaluators and external consultants with subject matter expertise.

IG/EV also undertakes a range of transversal activities to support the EIB Group by promoting learning, the uptake of evaluation findings, and stronger results‑ and impact‑measurement processes. Transversal activities also contribute to the continuous improvement of the evaluation function by strengthening evaluation expertise and methods and reinforcing IG/EV’s role as key member of the European and international evaluation community. 

As Evaluator, you will contribute to the design, implementation and dissemination of evaluations of EIB Group’s interventions, and you are expected to actively lead and/or support transversal workstreams, as relevant and needed.

Operating Network

You will report to the Head of the Strategy and Outreach Unit in the Evaluation Division of the Inspectorate General (IG/EV). Depending on the evaluation assignment, you may either work under the responsibility of a team leader or lead an evaluation. Evaluations are supervised by an Evaluation Expert and delivered under the responsibility of the Head of Division.  You will interact with other teams within the EIB Group and will also have contact with external consultants and peers in relevant institutions.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire.  As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development.  Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process).  Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).  The Bank offers appropriate training support.
